User plugin and the rights to edit into a list

I want my users to be able to see all records, but only the one who submitted the data have to be able to edit his own record. For this, i've tried to use the user element and the option "or use field" in the List Access tab, in order to restrict access to edit records. The option "Edit records" is set to group "Register", because i cannot use existing groups to restrict the access to edit the rows.

The problem is that every user can edit now the information..

All those access settings are using "Access levels" not "Groups" (although they may have the same names).
If you can't use "Special" (which is coming with Joomla as a default access level) you can create as many access levels as you like and assign them to any group.
So you may create an access level "super admin", assign it to the "Super admin" group and select this access level in "Edit records".
Now superadmins can edit all records, every user can edit his own ones.
