Button to trigger an action at Edit List

I would Like to Know if is possible to set a button at list config settings. After press this button I want to run a code that will get file from element rows run a textextractor and insert into a text area element in the same table.
Is it possible in the configuration screen?
All list plugins I saw it requires to select a row/s and click at listview to run, I want to do it independently, no need to select rows.
Should I use List Plugin or would be better use php cron plugin?

There's no need to select a Row when in plugins Php if you are using it, you just unmark "require checked".
