Is it possible to display a button in the list detail view and on submit utilize the email plugin?

I want to create a button that will display in the list detail view of a record that will send an email to specific recipients once it's clicked. I want to use the same behavior as the form email plugin as well as the custom template I have.

I need this behavior because certain records get decided at a later point in time if they are emailed to an outside agency for further review. These emails can't be emailed every time a record is created or updated.

For the first part, I think you can use "icon" features under "list view setting". Element data can be replaced with static / dynamic icon. Then you can create a custom link under "list setting".

Okay but how would I construct a link to use the same email plugin that is used when a record is entered into the form?
