The only difference is that I was on 3.0.7 and upgraded to 3.0.9. Is there a way to downgrade to 3.0.7 without losing all the live forms I have?

Don't you have a backup?
I would suggest to
backup
update completely from the recent GitHub (joomla25 branch!!)
switch off Joomla error reporting
If this doesn't help you can "revert" (I think, never tested) by going to
https://github.com/Fabrik/fabrik/releases?after=3.0.9
and use the 3.0.7 zip for an other GitHub update (no guarantee at all).
