No, this is CSS is for list.

Inspect the element id/class with browser and add the bottom border as CSS in your form template's custom.css or custom_css.php file.

You can do a lot with CSS and it's not related to Fabrik at all. I'm quite sure you will not find an exact css from the Fabrik forums for your question.

I strongly suggest you to learn basic CSS. It is nit rocket science and it will make your life a lot easier.
